The 30-year agreement, signed during Secretary of State Mike Pompeo’s unannounced Kyiv visit, allows U.S. companies to retain 85% of profits while requiring Ukraine to cover security costs in the conflict zone. Russian President Vladimir Putin condemned the pact as "21st-century pillaging," mobilizing troops near the resource-rich Donetsk region. EU Commission President Ursula von der Leyen warned the deal sets "a dangerous precedent for economic colonization of war-torn states," urging member nations to block associated U.S. imports. Ukrainian PM Denys Shmyhal defended the agreement, stating it would create 20,000 jobs, but leaked documents reveal only 12% of roles are reserved for locals.
